Chapter I: Introduction

Article 1: Faculty Objectives

1- Teaching all necessary scientific courses and subjects to include all the specializations of dentistry in respect of the principles of public health and continuous development, and the adoption, of the latest scientific methods thereto.

2- The Faculty of Dental Medicine may conclude cooperation and twinning relationship agreements with other faculties within the applicable laws and regulations of the Lebanese University.

 

Article 2: Enrollment

Applications for students who wish to join the Faculty are accepted upon satisfaction of the following conditions:

1- Obtaining all papers and documents necessary for the holder to join any of the faculties of the Lebanese University.

2- The student has successfully completed the first year of the Faculty of Sciences (Biology) or its equivalent with an average of not less than 12/20.

3- Sitting for a Competitive Entrance Exam (CEE) conducted by the Faculty at the beginning of each academic year.

 

Article 3: Teaching

1- All courses are taught in Arabic, French or English.

2- The period required for obtaining the diploma is five years including the first year of study at the Faculty of Sciences (or its equivalent). At the end of the study period, the student is awarded the “Degree of Bachelor in Dental Surgery”.

 

Chapter II: Structure

Article 4: The Faculty of Dental Medicine is composed of:

1- The Dean

2- The Faculty Council

3- The Teaching Staff

 

Article 5: Dean

The Dean is appointed in accordance with the provisions of Law No. 75/67 dated 26/12/1967 and its amendments (Organization of the Lebanese University), Chapter IV - Article 25.

 

Article 6: The Dean is assigned the functions stipulated in Law No. 75/67 and its amendments (Organization of the Lebanese University), Chapter IV, Article 28.

 

Article 7: Faculty Council

The Faculty Council is composed of:

1- The Dean

2- The Heads of Academic Department

3- The Professors’ delegate at the University Council (elected by the Teaching Staff)

4- The Faculty Secretary shall act as Secretary of the Council

 

Article 8: Faculty Council Functions

In addition to the functions stipulated in Law No. 75/67 and its amendments, the Faculty Council shall perform the following functions:

1- Suggest amendments to the Faculty Bylaws;

2- Manage the Faculty organizational affairs;

3- Propose scientific, academic and research cooperation with other faculties and universities;

4- Decide on educational methods and academic programs;

5- Propose the formation of all committees, including the Scientific Committee, define their functions and name their members;

6- Review reports of all committees:

a- Scientific Committee;

b- Continuous Teaching Committee;

c- Program Update Committee (LMD);

d- Specialization Committee;

e- Committee or Disciplinary Board;

f- Other committees.

1- Develop and propose the Faculty annual budget;

2- Propose the approval of the contract with new professors after considering the suggestions of the Head of the relevant department and the Council, taking into account the legal and academic bases.

3- The Board performs the functions of the Student Disciplinary Board in the Faculty.

 

Article 9: The Faculty Council shall hold a meeting every (15) fifteen days throughout the academic year, whenever necessary and on an exceptional basis, according to a prepared agenda.

The minutes of the meetings of the Faculty Council shall be circulated by announcement on the board or through the Internet, to enable the Faculty Teaching Staff to review the proposals and decisions taken.

 

Article 10: Teaching Staff: The Faculty Teaching Staff consists of the tenured professors, the full-time contracting professors and the part-time contracting professors.

 

Article 11: At the invitation of the Faculty Council, the Teaching Staff shall meet at least twice a year for educational and academic evaluation purposes.

 

Article 12: Professors’ Delegate

The Teaching Staff shall elect its delegate to the University Council, in accordance with the provisions governing the establishment of the University Council, provided he/she is a member thereof.

 

Article 13: Scientific Committee

The Scientific Committee shall consist of eight members elected for one renewable year and holding the academic title of Adjunct Professor or Lecturer, provided that he/she holds this title for at least ten years.

The same conditions apply to other committees, with their functions to be determined by the Faculty Council, when necessary.

 

Article 14: The Faculty Dean heads the Scientific Committee.

 

Article 15: The Scientific Committee is assigned the following functions:

1- Scientific guidance and methodological methods;

2- Preparation and supervision of the continuous scientific courses and the annual Faculty conference;

3- Publication of the scientific journal or magazine (once a year);

4- Evaluation of theoretical and clinical training courses;

5- Approval of the lectures to be delivered outside the Faculty and within its scientific activities by one of the Teaching Staff members (except for the Professors);

5- The Scientific Committee shall consult with the Head of the concerned department when needed;

6- Approval of scientific articles to be published by the Teaching Staff members in non-indexed journals;

7- Studying the files of the candidates for part-time contracting professors;

8- All decisions of the Scientific Committee shall be subject to the approval of the Faculty Council.

 

Article 16: Academic Departments

The Faculty is composed of the following departments:

1- Oral and Maxillo-Facial Surgery

2- Restorative and Esthetic Dentistry

3- Orthodontics and Dentofacial Orthopedics

4- Oral Pathology and Diagnosis

5- Oral and Maxillo-Facial Radiology

6- Periodontology

7- Removable and Fixed Prosthodontics

8- Pediatric Dentistry

9- Endodontics

10- Public and Community Dental Health

11- Research

12- Fundamental Sciences

 

Article 17: Heads of Academic Departments

The Teaching Staff members elect the Head of the department for two years, renewable once. The Head of the Department shall have the title of Clinic Leader and above and shall have at least 10 years of experience in teaching at the Lebanese University – Faculty of Dental Medicine.

 

Article 18: Functions of the Head of Academic Department

In addition to the functions specified in Law No. 75/67 and its amendments, the responsibilities of the Head of the Academic Department shall be determined according to the following:

1- Being responsible to the Faculty Council for the proper functioning of clinical, pre-clinical and theoretical teaching within the department and in all cycles (second and third).

Establishing the scientific and academic guidance of the department in cooperation with the Head of the service and the postgraduate officer in the specialization.

2- Sending invitation to the Teaching Staff to meet in the department, at least once a month, to ensure the smooth running of the department, and submitting reports and minutes of meetings to the Faculty Dean.

3- Distributing theoretical lessons and clinical and pre-clinical tasks in cooperation with the Head of the service and the postgraduate officer in the specialization to all the Department members, and informing the Dean in writing thereof.

4- Disseminating the evaluation system to students at the beginning of the academic year.

5- Notifying the Dean of any absence or delay of any of the Teaching Staff members within the department.

6- Heading the meetings of the department council and holding the responsibility of the proper functioning of the academic studies in the second and third cycles.

7- Recommending, with the Department Council, the nomination of the Teaching Staff members for promotion or appointment.

8- Recommending, with the Department Council, the candidates to contract with in order to work in the different department activities.

9- Proposing the budget draft of the department in coordination with the department council.

10- Proposing programs of scientific and academic activities at all department-related levels.

 

Article 19: Head of Service

The Head of Service assists in the management of the department and is elected by the members of the department for one year renewable once.

 

Article 20: Head of Service Functions

1- Coordinate with the Head of the department in all matters related to the second cycle and participate in administrative and organizational decisions.

2- Ensure the implementation of the Faculty Council decisions related to the second cycle.

3- Follow up teaching periodically, implement and review curricula and examinations, and evaluate the results thereof.

4- Propose the nomination of the Teaching Staff members for contracting, appointment and promotion and submit them to the Head of the department.

5- Propose the distribution of teaching materials to the Teaching Staff in the service of the second cycle.

6- Propose the organization of the teaching timing.

7- Nominate the examination committees for the service of the second cycle.

8- Represent the Head of the Department at the meetings of the Faculty Council in the event that the latter cannot attend.

 

Article 21: Postgraduate Officer (Third Cycle)

The Postgraduate Officer (third cycle) is appointed by the Dean and in coordination with the Head of the Department for a period of one year, renewable once, provided that his/her scientific title is not less than “Lecturer” for more than ten years.

 

Article 22: Postgraduate Officer Functions (Third Cycle)

1- Coordinate with the Head of the department in all matters related to the specialization, and participate in academic, scientific and research decisions.

2- Ensure the implementation of the Faculty Council decisions regarding the specialization of the third cycle.

3- Follow up specialization teaching periodically, implement planned curricula and examinations, and evaluate the results thereof.

4- Propose the nomination of the Teaching Staff members for contracting, appointment and promotion related to the third cycle and submit them to the Head of the department.

5- Propose the distribution of teaching materials to the Teaching Staff in the specialization.

6- Propose the organization of the teaching schedule.

7- Nominate the examination committees related to the specialization.

 

Article 23: Third Cycle Coordinator

The Dean appoints the third cycle coordinator for one renewable year, provided that his/her academic title is not less than “Lecturer” for more than ten years.

 

Article 24: Third Cycle Coordinator Functions

Coordinate with the third cycle officers in all specializations, review all matters and report to the Faculty Council by means of the Dean.

 

Article 25: Clinical Coordinator

The Dean appoints the Clinical Coordinator for one renewable year.

 

Article 26: Clinical Coordinator Functions

Monitor the proper functioning of clinical lessons, organize the academic and disciplinary relationship between students and professors, monitor the students' attendance, and develop and submit weekly reports to the Faculty Council by means of the Dean.

 

Article 27: Study Coordinator

The Dean appoints the Study Coordinator for one renewable year.

 

Article 28: Study Coordinator Functions

1- Ensure the proper functioning of theoretical and pre-clinical practical works and tutorials in all departments at the level of the second cycle only.

2- Prepare the calendar of examinations for all specializations and in all cycles in coordination with the Head of the department.

3- Ensure the implementation of the Faculty Council decisions regarding theoretical and pre-clinical courses.

4- Submit a monthly report to the Faculty Council.

 

Article 29: Professors’ delegate

The delegate of professors is elected among the Faculty Teaching Staff, for one renewable year, provided that he/she has spent at least five years in the Faculty (without any title specification).

 

Article 30: Professors’ Delegate Functions

1- Represent the Faculty professors in the University Council.

2- Attend meetings of the Faculty Council.

 

Chapter III: Final Provisions

Article 31: The amendment proposal of the Faculty Bylaws may only be submitted by a majority of two thirds of the Faculty Council members.

 

Article 32: The Bylaws or any amendment thereto shall be effective after the approval of the majority of the Faculty Teaching Staff members and its ratification by the competent authorities.
