I.  Position Information
Job Title: Project Manager 
Duty Station: UNDP, Beirut 
Section/Unit: Social and Local Development Portfolio  
Reports to: Portfolio Manager

Source of Funding: Live Lebanon
Duration of Employment: 1 year (renewable)

II. Scope/Objective 
Live Lebanon was launched by UNDP in November 2009. Considered as an innovative initiative aiming to connect the extensive Lebanese expatriate population to their country, UNDP LIVE LEBANON implements fast-impact development projects with the support and direct engagement of Lebanese living abroad. This objective is reached through building a unique network of partnerships involving local civil society, expatriates and the private sector.

Under the overall supervision of the Social and Local Development Programme Manager, the Project Manager will be responsible for ensuring the implementation of all project activities as per the agreed outputs, activities, and timeframe.

III. Functions / Key Results Expected
• Manage the realization of project outputs; Coordinate and supervise the work of the project team and consultants to ensure that their work contributes to the achievement of project objectives. This includes responsibility for preparing TORs, workplans, day-to-day planning, monitoring, and evaluation;
• Liaise with the Project Board to assure the overall direction and integrity of the project; 
• Liaise with the Live Lebanon Good Will Ambassadors and provide them with all necessary support; 
• Build solid relationships with national and international partners. This includes governmental agencies, funding partners and representatives of expatriates’ associations and organizations abroad;
• Provide advice to the Ministry of Foreign Affairs on issues related to Diaspora;
• Responsible for the Implementation of local development projects, including their financial administration, and monitoring; 
• Ensure proper follow up, coordination and liaison with other operating UNDP projects in the different regions of intervention;
• Actively participate in liaising with local authorities, nongovernmental organizations, community groups, cooperatives, and other civil society organizations as well as local government organizations;
• Actively initiate discussions with local government bodies and local communities to ensure proper implementation of the project;
• Represent the Project in meetings related to the implementation of projects at the local level;
• Prepare field visits reports;
• Responsible for launching events including logistics; 
• Organize the logistics of public relations activities and events;
• Update and maintain comprehensive inventories of the project resources;
• Responsible for project administration.
• Ensure that Live Lebanon website and social media are continuously updated including proper reporting on implementation of local projects; 
• Monitor financial resources and accounting to ensure accuracy and reliability of financial reports; 
• Ensure that local and international procurement are effected following rules and procedures of UNDP and that the purchased equipment is securely under custody;
• Share findings and lessons learned, and ensure that an adequate flow of information is disseminated in order to facilitate exchange of experience, ideas, procedures and strategies;
• Prepare and review all project documentation, including project implementation reports and technical reports; 
• Ensure mobilization of resources to the project including liaison with donors and other stakeholders; 
• Provide necessary support to develop a comprehensive communication strategy and ensure adequate follow up in the implementation of its various components and aspects with emphasis on increased visibility of the project;
• Develop, apply and maintain media and communication monitoring tools;
• Contribute to and follow up with software developers in relation to various communication tools and platforms (i.e. website, online surveys, software, applications, etc.);
• Undertake other duties that may be required by UNDP Programme Manager.

IV. Competencies
 
• Good organizational and managerial skills
• Ability to adapt quickly to different working environments, to establish and maintain good working relations with individuals of different backgrounds, and to work under pressure
• Excellent knowledge and understanding of the Lebanese Diaspora
• Basic knowledge in areas related to community development and mobilization 
• Good knowledge of budgeting and programming, monitoring of development projects
• Self-motivated and able to recommend options for resolution of issues; excellent inter-personal skills and ability to negotiate and built partnerships;
• Excellent communication (spoken and written) skills, including the ability to draft/edit a variety of written reports, both in Arabic and English.
• Previous work with development agencies; previous work with the UN System an asset

V. Recruitment Qualifications
Education:
 
• A Bachelor degree in Communication, Computer Science, Business Administration, or relevant field with 11 years’ experience or a Graduate degree with 8 years’ experience.

Experience:
 
• Knowledgeable about the demographics of the Lebanese Diaspora and related actors
• Increasingly responsible professional experience in the field of communication or social and/or economic development; 
• Extensive experience in Communication and Public Relation;
• Experience in managing development projects. 

Language Requirements: 
• Excellent proficiency in written and spoken Arabic and English
