11/3/2019 - Judge Mahmoud Makiya of the Lebanese University appointed Secretary General of the Cabinet

    

 

The Cabinet appointed Judge Mahmoud Makiya as Secretary General of the Cabinet in its ordinary session held on 7 March 2019 at the Presidential Palace in Baabda.

 

Judge Makiya is born on April 20, 1974 and a graduate of the Faculty of Law and Political and Administrative Sciences at the Lebanese University. He holds a Diploma of the Institute of Judicial Studies, a Postgraduate Degree (DEA) from the Holy Spirit University of Kaslik, a certificate from the National Centre for Judicial Studies in France, and a Certificate of Aptitude for the Legal Profession (CAPA) at the Court of First Instance in Péron, France. He is still in the third year preparing for the PhD at the Sorbonne – Paris.

 

In addition to his academic record, Judge Makiya held the following positions:

§  Adjunct Judge in the Ministry of Justice - Directorate General

§  Judge of Urgent Matters in Beirut

§  Consultant for the Court of Appeal in Beirut

§  President of the Court of First Instance in Beirut entrusted with financial matters

§  President of the Juvenile criminal Court in Beirut

§  President of the Customs Court in Lebanon

§  Counselor assigned to the Court of Cassation

§  President of the Court of Appeal in Beirut entrusted with commercial litigation

§  President of the Court of Appeal entrusted with Appeals of the Special Banking Court

 

Judge Makiya was elected in Lebanon as Head of Legal Department and Legal Advisor of the Arabic Union of Surveyors since 2002 to date. He is a professor at the Lebanese University, other universities and at the Staff College of the Lebanese Army and a lecturer at the training center of the Beirut Bar Association. He is also a trainer within the continuous judicial rehabilitation program at the Institute of Judicial Studies.

 

Judge Makiya has several legal studies, among which the most important “Benefit between Legislation and Sharia and Its Status in Economic Life 2002 - Guide to Urgent Judgments 2004 - Guide to the Court of Urgent Matters 2009 between Theory and Practice, and from Single Judge to Court of Cassation - Irrevocable Power of Attorney - Credit Contracts”.
